The scene pans and shows the Creeping Crystals' hideout, members are cleaning up from Korra's intrusion.
Reading triad member [Reading a newspaper.] ...Guess Raiko's days are numbered. Says here Zhu Li Moon's running against him.
Triad member [Putting door back onto the wall.] ...Rumor is, Tokuga got turned into some kind of lizard creature...
Creeping Crystal bartender ...I'm tellin' ya, a little soda water will get those bloodstains right out...
Jargala [Playing pool.] Keep quiet for a second, I can't concentrate with you all yapping!
The walls start rattling as the glasses at the bar begin shaking.
Jargala [Angrily turning around.] I said quiet!
Creeping Crystal bartender It ain't me!
Jargala [Angrily marching toward the window.] That better not be the Avatar again!
Creeping Crystal triad member It's not--
A giant blast of fire hits the door from outside, sending Jargala and the Creeping Crystal members falling backward.
Creeping Crystal triad member
Ah!
Tokuga stands outside the blasted doorway and burning hideout with mecha suits and tanks positioned behind him.
Tokuga This is our turf now!
Jargala Don't start celebrating yet!
Tokuga [Grinning.] You should leave while you still have the chance!
Creeping Crystal triad member [Grabbing Jargala's arm and attempting to run out the back.] He's right, Jargala. Let's go! They have us outmatched!
Jargala For now ... I'm not finished with you, Tokuga!
They turn to run out the back of the building, as the hideout erupts in flames around them.

The scene then changes to the fortified spirit portal.

United Forces soldier [Pointing.] General Iroh, look!
Iroh emerges from one of the tents and looks in the indicated direction, whereupon he sees many members of the Air Nation flying toward the spirit portal on a herd of sky bison, before landing within the perimeter.
United Forces soldier What are your orders, general?
Iroh Don't make a move.
Tenzin and Meelo dismount from Oogi and walk toward the general.
Iroh Tenzin, I'm sorry, but the president's order still stands. I need everyone out of here immediately.
Meelo Oh yeah? You're gonna have to make us leave!
Tenzin We already discussed this Meelo. This is a nonviolent protest.
Iroh Believe me, I want to see a peaceful resolution too. Why don't you head back to the island? I'm sure President Raiko will get distracted by some other crisis and call us off soon enough.
Tenzin We're not leaving until the United Forces do.
Iroh [Sighing and walking away.] Then I guess we're going to be here awhile.
Meelo That's right, keep walking, buddy!
The scene changes to the area around the destroyed Creeping Crystal's hideout. Metalbender cops are stationed on the streets, while Korra, now back in her casual attire, stands on the roof of a nearby building with Mako, Bolin and Lin.
Korra What are we waiting for, Beifong? You have the Triple Threats surrounded. Let's go after Tokuga now.
Lin We can't. The Triple Threats aren't letting anyone leave their apartments. Tokuga is threatening to turn this neighborhood to rubble if we try to move in.
Mako And considering he tried to kill us, I doubt he's bluffing.
Korra [Frustrated.] So I'm just supposed to sit here and do nothing?
Lin [Sympathetic.] Listen, kid ... I'm sorry about Asami. I heard you two ... anyway, we'll get her out of harm's way. I promise.
Korra [Smiling weakly.] Thanks. Asami and I have been in tough spots before -- [The dialogue moves onto a panel of Asami.] -- but this time feels different.
The scene changes to the abandoned Earthen Fire refinery, where the captured Asami and Wonyong Keum sit facing one another, their wrists chained behind their backs.
Wonyong It's hot as blazes down here. The least those triad thugs could do is bring us some water. [To Asami.] Are you thirsty, Asami?
Asami's only response is to give Wonyong a cold glare.
Wonyong You haven't said two words to me since Tokuga threw us down here. Are you doing all right?
Asami Don't pretend like you care. Your greed put me in this situation.
Wonyong I was simply trying to turn a catastrophe into an opportunity, but your airbender friends got in the way. They should have vacated the portal like I asked. I was simply defending my property.
Asami You sent criminals to threaten and intimidate people.
Wonyong Running a successful business sometimes requires ... unsavory partnerships, shall we say? But I'm sure you learned all about that from your father.
Asami [Standing up.] You have no right to talk about my father! I didn't speak to him for years because of his ties with Amon. But in the end, he regretted what he had done and sacrificed his life to help save Republic City. What are you willing to sacrifice?
Tokuga I've taken nearly everything from him. He has nothing left to offer up.
Asami turns her head in the direction of the voice to see Tokuga stood in front of a nearby doorway.
Asami If you have everything you want, then let us go.
Tokuga Not yet. The Avatar hasn't suffered enough for what she did to me.
Asami Korra didn't send the dragon eel spirit after you, she was trying to stop it!
Tokuga How noble of you to defend your girlfriend.
Asami How did you ...?
Tokuga I had eyes on your office. But that's not the only reason you're here. I understand you're handy with machinery. [Holds a rolled up piece of paper, which he unrolls to show Asami.] I need you to make me one of these.
Asami These are my father's drawings ... where did you get these blueprints?
Tokuga I found them in one of his safes. [Points at Keum.]
Wonyong Your father gave those plans to me years ago, Asami. It was the reason I walked out on our deal. Once I realized Hiroshi wanted me to help him make illegal weapons, I didn't want anything to do with Future Industries.
Asami [Looking at the plans.] This looks like a gas dispersion pump. I bet my father planned to attach them to the old mecha-tanks. [To Tokuga.] Is that your plan? To weaponize your stolen mecha-suits with knockout gas?
Tokuga [Rolling up the plans.] No, I'm going to use something a little more powerful ... poison gas.
Asami and Wonyong stare at Tokuga in horror.
Tokuga And why bother with macha-suits when I have an airship? I'm going to bring this city to its knees.
Asami [Angrily.] I'm not about to help you hold all of Republic City hostage!
Tokuga reaches for Wonyong and wraps his tentacle arm tightly around his neck, strangling him.
Tokuga You can help me, or watch him suffocate.
Wonyong [Struggling to breathe.] Asami ... please ...
Asami STOP! [Quietly.] Let him go.
Tokuga [Grinning.] Smart girl. I knew you'd see reason.
The scene changes to Raiko's campaign headquarters, where Raiko is sitting at his desk, reading a newspaper article titled "Zhu Li Moon announces candidacy for President", which is accompanied by a photo of Zhu Li standing on a podium addressing a crowd of people, while Varrick stands behind her.
Raiko [Defeated.] Face it, this election's over. People want a fresh face. A fresh start.
Wenyan [Unfettered.] Zhu Li's a nobody! A former assistant with no campaign experience!
Raiko But she stepped up to help out the evacuees. People really seem to like her authenticity.
Wenyan It's all an act! She's been taking advantage of their misery for her own gain!
Raiko But while I was cowering during Kuvira's invasion, she was helping the Avatar take down the mecha-giant. She's a hero!
Wenyan No, she's irresponsibleRecklessFoolhardy!
Raiko Well, when you put it that way ...
Wenyan Trust me, when I'm through spinning this, nobody will want to vote for Zhu Li.
At that moment, the council page enters the room.
Council page Excuse me, sir. I have General Iroh on the line. He says the airbenders showed up at the portal and are refusing to leave. It seems you have another crisis on your hands.
Raiko [Standing, fired up.] Not a crisis -- an opportunity to change the narrative!
Wenyan That's the spirit!
The scene moves back to the streets, where Korra stands with a forlorn expression while Mako talks with Lin and two metalbender cops behind her. After a few seconds, Lin and the cops walk away, and Mako looks over at Korra.
Mako Hey, Korra.
Korra Hey.
Neither Korra nor Mako look at one another, and an awkward silence passes between the two.
Korra Is your arm feeling any better?
Mako [Looking at it.] Not really. I've been seeing Kya for treatments, but I still can't firebend with it.
Korra Oh. Sorry.
Mako [Looking at her, concerned.] How are you doing?
Korra Not so great, either. [Looking at him.] I can't shake what Tokuga said about my actions having consequences. Maybe if I had stopped the eel-spirit from attacking Tokuga, instead of helping Asami, none of this would be happening right now.
Mako Tokuga's unhinged. He's just trying to mess with your head. Don't let him. [Placing a hand on her shoulder.] I remember when Tarrlok captured you, I kept blaming myself and going out of my mind with worry.
Korra You did?
Mako I know what you're going through. That's why I want to help you find Asami.
Korra But what about the Triple Threats?
Mako [Looking at Lin.] I think I know a way to search for Asami without tipping them off, but I'll explain later. Beifong can't know what we're up to.
Korra [Hugging him.] Thanks for being so understanding, Mako.
Mako [Rubbing his neck; awkwardly.] And I want you to know ... if you've noticed me acting a little weird, it's only because I've never had one of my exes date another one of my exes before. It's taking a little getting used to. [Looking at her with a smile.] But I think you and Asami are both perfect for each other. And I'm the most qualified person to say that.
The scene returns to the spirit portal, where Tenzin, Meelo, Jinora, Kai, and the rest of the Air Nation are gathered, an unhappy Meelo tugging on the front of his father's cloak.
Meelo Daaaad, protesting is so boring. And I'm hungry! Can we go now?
Tenzin No, Meelo. It's vital that we all stand together as one. [Kneels down and gently holds Meelo's shoulders.] President Raiko needs to understand that we're not going anywhere until he changes his mind.
Meelo And how long is that going to be?
Tenzin [Glancing to the side, looking frustrated.] For a stubborn man like him, it could take weeks, maybe longer.
Meelo [Fearful.] You mean we might be here forever ...?
Before Tenzin can reply, a section of the wall is metalbent down to reveal General Iroh, a metalbender, and Raiko standing behind it.
Raiko [Speaking through a megaphone.] Airbenders, evacuate this area immediately, or you will be forced out!
Tenzin [Looking around.] Raiko wouldn't dare ... [He rises into the sky atop an air vortex.President Raiko! Draw back the United Forces!
Raiko You have no claim to the portal. This land belongs to Wonyong Keum.
Tenzin And we're here to bring attention to the fact that he intends to misuse it.
Iroh Go back to Air Temple Island.
Tenzin We won't.
Raiko [To Iroh.] Send in the waterbenders!
Iroh Yes, Sir.
Tenzin dissipates his vortex and descends to the ground, heading toward the other airbenders.
Tenzin Airbenders, prepare to stand your ground! But no matter what happens, do not retaliate!
United Forces waterbenders move forward and begin hosing the airbenders with water, who raise their arms to try and protect themselves, while Tenzin uses his body to shield Jinora and Meelo from the bombardment.
Iroh All right, you've made your point. Let me call them off.
Raiko Not yet.
Iroh Sir, the airbenders aren't fighting back. There's no cause for this.
Raiko looks around and glares at Iroh with gritted teeth, before turning his attention back to the airbenders.
Raiko Fine. Order the waterbenders to cease. But keep them in position.
The waterbenders stop their attack, allowing the airbenders to regroup.
Tenzin I fear that was only the beginning. Everyone brace yourselves for whatever comes next!
At that moment, the ground starts to rumble, causing the airbenders to struggle to maintain their balance, Poki flying off of Meelo's shoulder with a screech.
Meelo What now?!
The source of the rumbling is soon made clear when another section of the wall is bought down, after which Zhu Li comes forward to stand on one of the fallen pieces of the wall, a large crowd of people behind her.
Zhu Li Everyone, follow me!
Tenzin Zhu Li?
Raiko [Furious.] What is she doing here?!
Wenyan [Thoughtful.] She bought her own camera crew? Cunning move ...
Zhu Li and the crowd, which indeed includes a camera crew led by Varrick in his director's uniform, move forward into the fortified area.
Varrick [Speaking to the camera crew through a megaphone.] Remember, in a docu-mover, there are no second takes! Make sure you frame the shot so the portal's behind Zhu Li!
Tenzin [Shaking Zhu Li's hand.] Thank you for coming. And for convincing all these people to join you.
Zhu Li I'm hoping that when Raiko sees all of us standing together, he'll be persuaded to begin a dialogue about the portal's future.
Having spoken to Tenzin, Zhu Li turns to address the crowd, putting herself in front of the portal.
Zhu Li This portal shouldn't be held hostage by businessmen or politicians! It is a symbol of harmony and peace and should be shared by all! We call upon President Raiko to draw down his troops!
Crowd BRING PEACE TO THE PORTAL! THE PORTAL FOR THE PEOPLE!

As the crowd chants, Zhu Li and Raiko look around and glare at each other.

Meanwhile, Mako drives a police van through the streets, Bolin and Korra sitting in the passenger seats of the vehicle. He pulls up next to a shabby building with shattered windows.

Mako Beifong got a report that a few Creeping Crystals were seen going in and out of this building.
Bolin [Uneasy.] Are you sure about this, Mako? The chief said she didn't want any officers wasting time going after a triad on its last legs.
Mako Technically, we're not going after them. We're here to get Jargala's help.
Korra [Getting out.] Come on, hurry up!
The scene moves inside the building, where one of the Creeping Crystal triad members watches the trio through a window, while Jargala is sitting at a coffee table.
Creeping Crystal triad member Looks like the Avatar tracked us down. What do you want us to do?
Jargala gazes at a glowing piece of jennamite crystal, which she is levitating with her bending. After considering her subordinate's words, she glances at him.
Jargala Invite her in.
Korra, Mako, and Bolin enter the room, facing Jargala across the table.
Korra We found out who really took Asami. It was Tokuga.
Jargala So you're here to apologize for falsely accusing me?
Mako No, we want to make a deal.
Korra You know your old turf better than anyone. Are there any old tunnels or passageways under the streets? Ways to move around undetected?
Jargala Sure, but what do I have to gain by telling the Avatar and a couple of cops all my secrets?
Mako We know where Tokuga is hiding. I assume you'd like a chance to reclaim the Creeping Crystals' turf?
Jargala You want to help me get revenge?
Korra We just want our friend back.
Having listened to Korra and Mako's offer, Jargala takes a moment to think about it, before dropping the piece of jennamite into a flower pot containing a plant.
Jargala Do you know how my triad first got its name? [The jennamite begins to grow over the plant.] From jennamite -- the original creeping crystal. [By now the jennamite has covered a nearly half the plant.] When it comes into contact with organic matter, jennamite starts to grow and grow -- [The jennamite completely covers the plant.] -- until there is no escape. [She stands up, determined.] Tokuga's about to discover why the Creeping Crystals were once the most feared triad in Republic City.
The scene changes to show the tanks and mecha suits stolen by the Triple Threat Triad patrolling the streets. Beneath them, Korra, Mako, Bolin, and Jargala make their way through an underground passage, Jargala in the lead, lighting the way with a glowing piece of jennamite.
Jargala Some of these passages are as old as the city itself. [Looking ahead.] This way.
Mako The only building large enough to house a couple of stolen airships is the abandoned Earthen Fire Refinery. Tokuga has to be there.
The quartet come across a ladder and stop, Jargala pointing at it.
Jargala This should take us straight to Tokuga.
Korra [Quietly.] And Asami ...
Mako [To Bolin.] Ready?
In the refinery above, Asami, wearing a protective facemask, is standing on a stepladder, wielding a blowtorch to apply the finishing touches to the gas pump attached to one of the stolen airships. Wonyong, his wrists still bound behind his back, looks up at her from the floor. 
Wonyong I'm so sorry, Asami. You have to know, I never meant for any of this to happen.
Asami [Not looking at him.] Quit talking.
The view zooms back to show Tokuga overseeing the work from a metal platform with two triad mecha suits standing nearby.
Tokuga How much longer?
Asami I'm almost finished.
Wonyong [Looking at Tokuga, pleading.] Please, Tokuga. I gave you everything you asked for. Why are you doing this?
Tokuga Because power is never granted to those who ask. It must be taken.
At that moment, the three of them hear a crash and notice a blast of wind, and turn in the direction of the noises. Asami, having stopped wielding, lifts her facemask but takes it off when she sees Korra, Mako, Bolin, Jargala, and a Creeping Crystal member attacking the Triple Threat mecha suits: The Creeping Crystal member strikes one with an earth pillar to the chest; Jargala, Mako, and Bolin fight another with jennamite, fire, and a lava shuriken, respectively; and Korra blows back a third mecha suit with airbending.
Asami [Overjoyed.] Korra!
Korra Asami!
Tokuga narrows his eyes at the sight of Korra and vaults over the edge of the railing, while Asami descends the ladder.
Tokuga [To Zhen.] Get this ship in the air!
Zhen Yes, Sir!
Asami [To Tokuga.] The pump's all connected. Now let us go.
Tokuga uses his tentacle arm to shove Asami back into the grip of the burly triad member, while Zhen takes hold of Wonyong from behind.
Tokuga Not yet. Take them on board!
Wonyong and Asami are taken onto the airship. Tokuga moves to follow them but looks around in surprise when he feels the ground rumble beneath him. Seconds later, Jargala uses her earthbending to shatter the floor beneath him, sending him to the ground and making him drop his hooksword.
Jargala Guessed you missed your flight. [Bends a small piece of jemmamite at him.Catch!
Tokuga catches the jennamite with his human hand and grins up at Jargala, unimpressed.
Tokuga Ha. You're gonna have to earthbend a lot harder than that.
Jargala It's time you learned -- [The jennamite starts growing around Tokuga's hand, weighing it down and sending it falling to the floor, whereupon the jennamite attaches itself to the ground and moves up Tokuga's arm.] -- don't mess with a Creeping Crystal.
Tokuga strikes the jennamite with his tentacle arm, shattering it and forcing Jargala to cover her face as the jennamite shards fly around. His hand free, Tokuga leaps to his feet and grabs his hooksword, before jumping back onto the metal platform and hooking an overhead pipe with his sword.
Tokuga I'd love to stay and finish this -- [Uses his hooksword and tentacle arm to swing along the ceiling toward the airship.] -- but my ride's leaving!
Swinging off outside, Tokuga reaches for the airship's gondola with his tentacle arm, grabbing hold of it and pulling himself in.
Jargala [To Korra.] Tokuga's getting away! And he took Asami with him!
As Jargala watches, Korra ducks under a punch from one of the mecha suits and quickly uses her metalbending to wrap two pipes around it, restraining its movements.
Korra Mako, Bolin! We have to follow that airship!
Mako and Bolin run toward the refinery's exit. Korra follows them but looks behind her to see Jargala facing two more mecha suits with the Creeping Crystal member.
Korra Jargala, come on!
Jargala I'm not leaving my turf in the hands of these goons. Go!
Korra, Mako, and Bolin run outside. Mako and Bolin jump onto a nearby motorbike, while Korra moves a short distance away and begins airbending.
Mako Korra, hop on!
Korra bends an air scooter and jumps on top of it.
Korra I have my own ride, thanks!
As Korra races off, Bolin starts the motorbike's engine and rides after her, following her out of the refinery's grounds and into Republic City's streets.
Korra Follow me! We'll take Kyoshi Bridge!
Mako How do you know where Tokuga's headed?
Korra I don't ... but I have a hunch he's going back to where all this started.
The trio races after Tokuga's airship as it makes his way toward the spirit portal, Korra gritting her teeth with a look of determination on her face.

The scene changes to the control room of the airship, where Tokuga is standing next to the pilot.

Tokuga Circle the portal and wait for my order to release the gas.
In the main room of the airship's gondola, Zhen and the burly triad member stand guard at the door, while Asami looks out the window toward the people gathered near the spirit portal. Wonyong, his hands bound in front of him, stands next to her. Their conversation is whispered.
Asami We have a problem.
Wonyong [Also looking down.] I know ... all those innocent lives are in danger.
Asami Everyone down there is going to be fine. But if Tokuga releases the gas, we won't be. [Downcast.] I didn't anticipate he would bring us with him.
Wonyong [Alarmed.] What did you do?
Burly triad member [Looking at them.] Is there a problem?
Asami [Looking away.] Nope! We're fine! [Whispering to Wonyong.] I think I can get us out of this, but you're going to have to trust me.
Wonyong All right ...
The two of them glance at a nearby emergency cabinet with a glass front containing a pair of gas masks and a fire axe.
Asami When I tell you to, I need you to get us those gas masks.
The scene moves back to the portal at ground level, where Varrick is giving instructions to a camerawoman. A cameraman is filming Zhu Li, her supporters, and the airbenders, all of whom are continuing their chant.
Varrick Get that camera on the ground! We need some low-angle shots of Zhu Li! Make her look heroic!
Crowd BRING PEACE TO THE PORTAL! THE PORTAL FOR THE PEOPLE!
Cameraman [Looking up.] Do you want any footage of that airship?
Varrick [Looking up, puzzled.] Huh. That's not United Forces ...
As the airship hovers over the spirit portal, Tokuga picks up a receiver and begins speaking into it, his voice being transmitted out of the airship's radio.
Tokuga This is Tokuga, leader of the Triple threat triad ... and soon-to-be leader of Republic City!
All the people gathered below look up at the airship.
Meelo Is that guy running for president, too?
Tenzin [Worried.] I don't think so, Meelo.
Tokuga President Raiko and Avatar Korra have failed this city. The spirit portal stands not as a symbol of hope, but as a harbinger of destruction. That's why I'm stepping in. I will make sure this once-great metropolis rises again, and becomes the most dominant power in the world. Starting immediately, the President and the Avatar will answer to me.
Raiko [Annoyed.] Who does that hoodlum think he is? He has no idea what it means to lead a city.
Wenyan No, but he does have a way with words. We should steal that "metropolis" line for your next speech, sir.
Tokuga My first order is for President Raiko to immediately and permanently withdraw the United Forces from Republic City! Should the President refuse to comply, he should know that I've equipped this airship with poison gas. And I won't hesitate to use it!
Tokuga's words quickly send the crowd into a panic.
Zhu Li Please, everyone remain calm!
Civilian #1 Oh no!
Civilian #2 What do we do?
Tenzin Airbenders, get ready! If he drops that gas, we'll need to funnel it away from everyone!
Back in the airship's gondola, Asami is trying to reach under a panel without Zhen and the burly triad member noticing as Tokuga continues his speech.
Tokuga I've also bought Wonyong Keum and Asami Sato on board. Any attempt to bring this ship down will result in their deaths.
Asami Almost there ...
Asami's hand takes hold of a number of wires with an audible click.

Down below, Iroh approaches Raiko and Wenyan.

Iroh What are your orders, sir?
Wenyan And think carefully ... whatever you decide may very well determine the election.
Raiko I backed down against Kuvira and I'm still paying the price. I'm not about to make the same mistake again. [To Iroh.] Withdraw your troops like Tokuga asked. It'll buy us some time.
Iroh Time for what?
Raiko I want you to call in a squadron of airplanes. Force Tokuga's airship out over the bay ... then take it down.
Iroh [Worried.] But what about Asami and Wonyong? If we attack the ship --
Raiko Are you questioning a direct order?!
Iroh No, Sir. I'll radio the airfield.
Elsewhere, Zhu Li, Tenzin, and Ikki are standing near the now calm crowd.
Zhu Li We need to start clearing everyone out of the area.
Tenzin Agreed.
At that moment, Korra, Mako, and Bolin race through the gap in the wall.
Ikki Korra's here!
Zhu Li begins directing the crowd away from the portal as Mako and Bolin dismount from their bike and Korra dissipates her air scooter.
Zhu Li [Assisting an elderly woman.] We're going to get you all somewhere safe!
Korra [Approaching Tenzin.] Is everyone all right?
Tenzin For the moment. Thankfully, Raiko's decided to withdraw the United Forces.
Iroh [Walking over.] Don't be thankful yet. You need to know, Raiko ordered me to bring down the ship. Airplanes are on their way.
Korra But Asami --
Iroh I'd say you have about five minutes to get up there and get her out of harm's way.
Korra [To Tenzin.] I need to borrow Oogi.
Tenzin Of course. Just be careful.
Korra [Jumping up onto Oogi.] When have you ever known me to be careful?
Tenzin sighs as Korra sits down on Oogi's head and takes his reins. With a roar, the sky bison takes off, flying toward the airship.

In the gondola, Asami looks at Wonyong. 

Asami [Quietly.] Get ready ...
Asami takes a firm grip on the wires and rips several of them out. A yellow gas immediately begins to pump out of the airship's ventilation ducts into the gondola, quickly flooding it and reducing Zhen to coughing.
Asami [To Wonyong.] Go! Now!
Burly triad member What did you do? [Tries to punch Asami.]
Asami [Dodging the blow.] Just made a few -- [Throws him over her back into Zhen, sending both of them falling to the floor.] -- modifications!
The gas makes its way into the airship's control room, with both Tokuga and the pilot coughing.
Pilot What's going on?
Tokuga Asami double-crossed us!
Back in the other room, Wonyong smashes the glass window of the emergency cabinet with his elbow and puts on one of the gas masks before throwing the other to Asami, who has a hand over her mouth to avoid breathing in the gas.
Wonyong Catch!
Asami catches the gas mask and puts it on, coughing a bit as her breathing returns to normal.
Asami Thanks! Tokuga and the pilot should be passed out. I'm going to steer us clear of the city.
At that moment, an enraged Tokuga lunges out of the cloud of gas.
Tokuga There's one thing you didn't plan for!
Tokuga wraps his tentacle arm around Asami's neck and grabs the front of her gas mask with his human hand.
Asami [Struggling.] How ...?
Tokuga It turns out being half-spirit has its advantages.
Tokuga rips Asami's gas mask off her head, quickly leaving her coughing helplessly.

Outside, Korra steers Oogi above the airship and crouches on his head, preparing to jump off.

Korra A little closer ...
Korra leaps off, using airbending to propel herself further. She lands on the top of the airship, softening her landing with airbending and going into a forward roll. Getting back onto her feet, she opens the airship's top hatch and jumps in as Oogi flies away. 
Korra Thanks for the ride, Oogi!
Korra drops down into the control room, where she sees Tokuga standing in front of Asami, who has dropped to her knees as the gas overwhelms her.
Korra Back off!
Korra uses her airbending to pick up Tokuga and throw him backward, away from Asami. She runs over to Asami and airbends spheres of clear air around her and Asami's heads to allow them both to breathe; Asami gasps for air as she does so.
Korra Sit tight. I'll try to land the ship.
Asami [Standing and picking up her gas mask.] No, I've seen you drive. Keep Tokuga busy. I'll steer the airship.
Korra Yeah, that's probably for the best.
As Asami puts her mask on and runs to the controls, Tokuga gets back onto his feet, with Korra turning to face him.
Tokuga [Grinning.] Need some fresh air?
Tokuga shatters the gondola's windows with his tentacle arm, allowing the gas to pour out down to ground level.
Korra [Horrified.No! Asami, we need to get the gas away from everyone!
Asami [Piloting.] I can take us into the spirit world! The poison isn't affecting Tokuga, so I don't think it will harm the spirits!
Korra Go!
On the ground, Tenzin, Zhu Li, the airbenders, and the protestors watch as the airship, venting its gas downward, heads toward the spirit portal.
Tenzin Airbenders, form a line!
Mako and Bolin run into the crater surrounding the portal.
Mako Let's follow that airship!
The airship flies into the portal and emerges into the spirit world.
Tokuga Counting on the spirits to help you? [Swings at Korra with his tentacle arm.Think again!
Korra jumps over the tentacle, before using the momentum from the jump to throw a roundhouse kick at Tokuga, bending a gust of wind that slams him against the other side of the gondola. Before he can recover, Korra uses her metalbending to wrap a strip of metal around his tentacle arm, trapping him in place.
Korra You're done terrorizing this city!
Tokuga [Breaks free of the metal.] No, I've only just begun!
Korra is momentarily stunned by this, before she punches a gust of air at Tokuga, who sidesteps to avoid the blow and strikes Korra with the tip of his tentacle arm, making her yell out in pain.
Tokuga Say goodbye to your bending!
He moves behind Korra and jabs her again, dropping her to her knees with a groan, and returns to face her.
Tokuga And goodbye to you, Avatar!
Before he can land the finishing blow, the airship suddenly banks hard to the left, causing Korra to topple to the floor and Tokuga to fall toward the broken window.
Tokuga Wha ...?
Asami [Wrenching on the control wheel.] Get your slimy scales off my girlfriend!
With a yell, Tokuga goes through the window but manages to grab hold of the window frame with his tentacle arm.
Tokuga You're not going to do away with me that easily!
Wonyong suddenly appears at the window frame, wielding a fire axe.
Wonyong Keum enterprises belongs to me, not you!
Wonyong swings the axe down on Tokuga's tentacle arm, severing the part of it clinging to the frame and sending a screaming Tokuga falling away from the airship.

On the ground, Mako and Bolin have just come through the portal to see the airship hurtling downward, as well as the falling Tokuga.

Mako [To Bolin.] I've got Tokuga! Go help Korra and Asami!
The brothers run in their separate directions, Bolin discovering the vines beneath his feet to be covered in thorns.
Bolin Quit poking me, vines. These are new boots!
The scene moves back to the real world, where a jeep with Raiko and Wenyan as passengers is driving away from the spirit portal as the gas descends.
Raiko Go, go, go!
Inside the crater, Zhu Li is assisting the evacuation efforts. Varrick stands nearby her, and his cameraman is filming her.
Zhu Li That's nearly everyone ...
Sachi HELP!
Zhu Li looks around for the source of the cry to see Sachi, a little girl, lying on the ground, struggling to get to her feet as the gas approaches.
Sachi Mommy! I hurt my leg!
Sachi's mother SACHI!
Zhu Li [Running toward Sachi.] Stay here! I'll get her!
Varrick No, Zhu Li! It's too dangerous!
Tenzin [To the airbenders.] Now!
As Zhu Li runs toward Sachi, Tenzin and the airbenders use their bending to keep the gas away from them, allowing Zhu Li to pick Sachi up and bring her back to her parents.
Sachi's mother [Reaching for her daughter.] Sachi, are you all right?
Sachi's father Thank you, Zhu Li.
After Zhu Li hands Sachi over, she is hugged by a smiling Varrick.
Varrick You never cease to amaze me. [Whispering to cameraman.] Please tell me you got that rescue on film.
Cameraman I sure did.
Camerawoman And I just got footage of Raiko hightailing it out of here like a coward!
Varrick [Grinning.] Brilliant!
The airbenders funnel the gas into a ball as sky bison hover around the portal. Varrick's camerawoman is shown filming the whole thing, and Varrick and Zhu Li watch with their arms around each other.
Varrick I think we got ourselves a docu-mover!
In the Spirit World, Bolin runs toward the now crashed airship as Korra, Asami, and Wonyong emerge from it.
Bolin Korra! Asami! Are you alright?
Asami Pretty much. But Tokuga's thugs are in rough shape.
Korra [To Zhen and the burly triad member.] I can heal you. Just hang tight until my bending returns and we find you some spirit water.
Bolin And once you're back on your feet, you'll be walking straight to prison!
Zhen [Rubbing his head.] Ugh ... I don't feel so good ...
Asami [To Korra.] That was a rougher landing than I would have liked.
Korra [Grinning.] It was better than I would have done.
Asami That's true.
Korra [Happily.] You were right.
Asami About what?
Korra As long as we're together, we can overcome anything.
Korra and Asami embrace, closing their eyes and resting their foreheads together as they both smile. Nearby, Bolin removes Wonyong's bindings, the property developer rubbing his wrists.
Bolin [Looking right.] Aw, man ...
Korra and Asami also look around to see an approaching group of dark spirits, the giant rock spirit and the dragon eel spirit among them.
Bolin ... the dark spirits are back!
Dragon eel spirit [To Korra.] Haven't you brought enough turmoil to our world, Avatar?
Korra I promise, we're not here to cause any trouble.
Dragon eel spirit As long as that portal remains open, there will be strife between humans and spirits.
Korra It doesn't have to be that way. If we work together, we can find peace.
Dragon eel spirit [Glaring at Wonyong.] How can there be balance when men like him are determined to exploit our world?
Korra [Looking down, disheartened.] Maybe the spirits are right ... Keeping the northern and southern portals open was one thing, but maybe this one was never meant to exist.
Asami No, you can't close it. It's too precious.
Wonyong Asami's right.
Everyone looks around at Wonyong, Korra and Asami looking surprised, as the property developer approaches the dragon eel spirit.
Wonyong What if I abandoned my claim on the land around the portal?
Dragon eel spirit And why would you do that?
Wonyong [Looking at Korra and Asami.] I owe these two women my life. [Looking back at the spirit, his hand on his heart.] And the last thing I want to do is cause more hostility in Republic City. I'd rather do what I can to support the Avatar in bringing peace.
Dragon eel spirit If what you say is true -- [Returns to its normal form.] -- then I'm willing to let this matter lie and allow the future to unfold.
At these words, the other spirits also return to their normal forms and start to leave the area. The dragon eel spirit remains behind as Mako comes running over.
Dragon eel spirit But we'll be watching what happens next, Avatar. And for your sake, I hope the situation improves. Otherwise, you'll be seeing us again soon. [Leaves.]
Korra [Relieved.] Phew! Thank you, Mister Keum.
Asami [Smiling and shaking Wonyong's hand.] I guess I had you pegged wrong. I'm sorry.
Wonyong [Smiling.] I hope this means our companies can do business in the future.
Asami Don't get ahead of yourself. But we'll see.
Mako [Exhausted.] Tokuga's gone ... I searched the area where he fell, but there was no sign of him. And I didn't see him go back through the portal.
Korra I bet he'll lay low for a while -- [A snarling Tokuga makes his way through the Spirit World's foliage.] -- but I doubt we've seen the last of him.
The scene changes to the Four Elements hotel in the evening, three weeks later.
Shiro Shinobi [Over the radio.] It's election night here in Republic City! [The panel changes to show him sitting at a table in the hotel ballroom, a microphone and some notes on the table in front of him.] And this is Shiro Shinobi coming to you across the airwaves, live from the fabulous Four Elements hotel ballroom!
The ballroom is packed with people in formal wear. Varrick is standing next to a projector screen on a stage on one side of the room.
Shiro Shinobi Everyone who's anyone has come here tonight in support of Zhu Li Moon, hoping to see her become the next president of the United Republic!
The projector screen shows the footage of Varrick's docu-mover, beginning with the shot of Raiko fleeing from the portal.
Shiro Shinobi Raiko's hasty retreat during the crisis at the portal has left many voters scratching their heads.
Varrick He was outta there faster than an eel-hound being chased by a swarm of scorpion-bees!
The crowd watching the docu-mover laughs at Varrick's remark, before the projector screen displays the shot of Zhu Li rescuing Sachi.
Shiro Shinobi Many folks have praised Zhu Li's selfless heroics that day and say she's exactly the kind of leader the United Republic needs! But did her actions do enough to change the voters' minds? We'll soon find out!
Among the crowd, Mako approaches Bolin, getting his attention with a fistbump to the elbow.
Mako How's it going, partner?
Bolin Oh. Beifong didn't tell you?
Mako Tell me what?
Bolin [Placing his hands on Mako's shoulders.] Don't take this too hard, but now that the triad situation is under control, I've decided to move on. I'm quitting the force.
Mako Really? But I thought you loved being a cop.
Bolin Yes, it was thrilling while it lasted, but I can't be tied down. This little bird needs to fly.
Mako [Indifferent.] Okay. Whatever.
Bolin Brave, brave, Mako. Please, don't make this any harder than it needs to be. What we had was a special partnership, but I'm afraid it's time we go our separate ways.
Mako [Slightly exasperated.] But I'm going to see you at home in, like, two hours.
Bolin [Walking away.] I'll give you some time to process all this.
Mako just sighs at his brother's melodrama while elsewhere, Tonraq walks up to Korra.
Tonraq [Leaning toward Korra.] So, uh, where's Asami? How are you two doing?
Korra [Not looking at him.] I thought you didn't want me to talk about my personal life.
Tonraq [Looking at her, apologetic.] About what I said when you and Asami came to visit --
Korra [Looking at him.] It's all right, dad. I know the water tribe has its customs.
Tonraq Yes, but I don't want them to dictate how I talk to my own daughter.
The next panel focuses on Asami as she talks with two women, while Korra and Tonraq continue their conversation in the background.
Tonraq I don't need to tell you, our traditions can be a bit ... emotionally stifling.
Korra Yeah ... I'm beginning to realize that.
Tonraq [Hugging her with a smile.] And I want you to know -- you and Asami have my support, no matter what.
Korra [Hugging him back.] Thanks, dad.
The two break apart and smile at Asami as she approaches them; Tonraq stands with an arm around his daughter's shoulders.
Korra [To Asami.] Can we talk?
Asami In a minute. The results are in! They're about to make the announcement!
Shiro Shinobi [Reading the result.] And with a whopping 68 percent of the vote, Zhu Li Moon wins in a landslide!
Crowd member #1 Woo-hoo!
Crowd member #2 Congratulations, Zhu Li!
Crowd member #3 Yay!
Crowd [Repeated chant.ZHU LI! ZHU LI! ZHU LI!
As the crowd celebrates and chants her name, Zhu Li is shown standing behind a curtain on the stage, looking emotionally overcome by the news. Varrick comes up and embraces her.
Varrick Congratulations!
Zhu Li I can't believe this is really happening.
Varrick I assure you, it's all very real. And it's tremendous. [Gesturing to a podium.] Now go out there and do the thing!
Zhu Li walks out onto the stage, waving to the cheering crowd as she does so.
Zhu Li Thank you! Thank you, everyone! [Standing on the podium.] I stand before you, humbled and honored to serve as your next president, with no illusions about the challenges we face. If the events of the past several months are any indication, there are still dark times ahead. And our path is far from certain. [Switch to a panel showing Iroh, Tonraq, and Senna, as well as Tenzin and Pema.] Our republic and this city are unique in the world. There's no place else where so many disparate groups and traditions have come together to live as one. But Republic City is only in its infancy -- [Switch to a panel showing Wonyong standing next to Jinora, Opal, Ikki, and Meelo.] -- and too often, our differences become a source of conflict. But it doesn't have to be this way. Next time you're walking down the street, look up. Say "Hello!" to that stranger passing you by. Imagine what it's like to walk in their shoes. [Hopeful.] If enough of us do that, we might someday find balance as a society, and with one another. [Cut to a panel of Korra and Asami.] But I realize that peace and harmony won't happen overnight. After all, the Avatar has been trying to achieve balance for millennia and there is still much work to be done. It will take all of us supporting one another to fight the forces of hate that seek to throw our lives into chaos. [Cut to a panel of various Republic City citizens.] I know the portal has caused a lot of problems, and I will work tirelessly to rebuild and help the evacuees find new homes. [Switch to a panel of Raiko looking out of a window.] A new spirit portal in the middle of downtown is not something any of us could have anticipated. But it's here to stay. And now that Wonyong Keum has generously donated his land to our city, we need to plan for the portal's future. And that is why, as my first act as president, I will bestow the spirit portal and the surrounding wilds to the Air Nation. [Jinora and Opal look at each other with joy at these words, while Ikki and Meelo cheer next to them. In the next panel, Tenzin and Pema smile at one another.] I hope that the Air Nation continues to thrive and flourish in an area rich with spiritual energy.
Korra [Taking Asami by the hand.] Follow me.
Zhu Li I'd like to leave you with some wise words from Avatar Aang:
As Zhu Li recites her quotation, Korra leads Asami out onto a balcony. Zhu Li's words are shown as the scene with Korra and Asami plays out.
Zhu Li [Voice-over.] "The true mind can weather all the lies and illusions without being lost."
Asami What are we doing out here? The speech isn't over.
Zhu Li [Voice-over.] "The true heart can tough the poison of hatred without being harmed."
Korra [Taking Asami's hands.] I've been afraid to say something. But I can't keep it to myself any longer ... [Looking away.]
Zhu Li [Voice-over.] "Though darkness thrives in the void --"
Korra [Smiling and blushing.] I love you, Asami.
Asami smiles as she hears these words, and the two women settle into a close embrace, their arms around each other's waists and their free hands entwined as they observe the new spirit portal.
Zhu Li [Voice-over.] "-- it always yields to purifying light."
Asami I love you, too.
